Start by opening your software & under the New Recipient / Edit Recipient Screen you will proceed by following the below steps:
1. For Country Select United States.
2. For the State utilize one of the following from the drop down list
AP - The Pacific
AE - Canada, Europe, Africa, and the Middle East
AA - Central and South America
